Synopsis

James Callaghan (Labour Prime Minister from 1976 to 1979) is shown giving a speech to delegates at the USDAW (Union of Shop, Distributive and Allied Workers) conference in April 1976 (which was held in the Empress Ballroom at Blackpool's Winter Gardens). Callaghan defends the Chancellor of the Exchequer's policies related to tax reductions, pay increases and inflation rates and he urges trade union members to accept the Chancellor's policies.
