Parades of service personnel, and a whit walk through the streets of Burnley. There is footage of marching policemen, members of the Auxiliary Fire Service and sea cadets. The mayor and town clerk lead a line of men and women in civilian dress, before a parade is shown moving up Todmorden Road. There follows a 'Procession of Witness' on 28th May 1949 through a rainy town centre, featuring clergymen, choir boys and rose queens. The film ends with a whit walk along a leafy road in blustery conditions.
