Description

Final preparations to the town hall are seen - flagpoles being painted, bunting being hung and carpet being laid. Crowds and civic dignitaries congregate outside the town hall on a rainy day, and on arrival, the Queen and Prince Philip are greeted by the Mayor and Lord Derby. Inside the town hall, the Queen unveils a plaque and signs the visitor book. The Royal party are seen on the balcony of the town hall, inspecting the Mayor's office and council rooms, and waving to the crowds as they leave.
