Begins with a Greater Manchester Council (GMC) Police Committee Meeting with a commentary about how committees are comprised and their powers. Followed by interviews with members of various committees including Mrs Audrey Walsh, a Stockport Magistrate on the GMC Committee, Mr Peter Quick, Clerk and Legal Officer to the GMC Committee and Mrs Margaret Simey, Merseyside Police Authority Chairperson, who speak about the relationship between the County Councils, committees and other people supporting the committees. Interviews with Mr Molanda, Clerk of the Norfolk Police Authority, Mr Peter Quick and Gay Cox, Chairperson on the GMC Committee.
