Description

Reel 1: A story, introduced by Lord Baden-Powell. A frustrated poet is irritated by a local lad and they have a running battle. The lad watches a troop of Boy Scouts who come to camp nearby. (Reel 2 missing).
Reel 3: The lad has now been with the Scouts and wants to be one himself. He tries to persuade his gang to join, but they are against the idea. The poet's house catches fire; Bill rescues him, and he becomes the gang's Scout Master.
