Footage from a major national conference in response to the increasingly intractable problems faced by tenants of deck access, high-rise system housing and the inability of Local Authorities to deal with them satisfactorily. Held in the midst of Manchester's main deck access estate, Hulme (possibly Birley High School Hall), attended by 35 Local Authorities and 40 Tenants' Associations.
John Nicholson, the Chair of Manchester's Housing Committee, introduces the meeting, welcomes the participation of the tenants and outlines the aims of the conference. He then introduces four tenants who speak about their respective experiences. They are followed by a number of local authority officers, including Ted Campbell from the Association of Metropolitan Authorities who recounts the history of the problem and Don Simpson, Director of Rochdale Housing, who speaks about the kinds of dilemmas faced by officers. He proposes some key principles in estate management and emphasises the joint nature of the process including relinquishing cherished powers and control.
