A promotional film for an ICI product 'purlboard', which is a urethane foam material sandwiched between paper linings. Production of purlboard is shown in the ICI factory in Heysham, followed by demonstration of how the product is used: insulating a wall in a tower block in Manchester, lining the floor of Salisbury Cathedral, and in various buildings in the north west and elsewhere.

Scenes of derelict terraced houses in Salford, the last of which have been demolished. Children play in the rubble, and more houses are pulled down. There are shots of Salford's streets from above, barely visible through the smog. The area is seen covered in snow, and shots contrast the new tower blocks with the remaining dilapidated terraces. New blocks are shown under construction, and there are scenes of small children playing in Gertrude Street and butcher's shop with poultry hanging in the window.

There are shots of various university VIPs arriving in morning suits in anticipation of his appearance, whilst in the background a student demonstration is going on about the lack of student representation on the University senate. Prince Phillip arrives, and chats briefly to some of the protestors.
