Plenary session of LGIU (Local Government Information Unit) Conference. Held in a large committee room at Manchester Town Hall and attended by over 100 people with a panel of speakers on the stage. Contributions from the floor. John Newman from UNISON & Joint Trade Union Committee takes up the issue raised by Brother Edmunds about incorporation and feels this is not a problem. He is followed by Richard Harrett who calls for a non-divisive attitude and the need to go forward supporting comrades in London, Liverpool and Edinburgh and the necessity to widen out the campaign. Steve Briggs speaks about the campaign against Social Service cuts in the context of the Green paper that has just come out. John Hamilton from Liverpool speaks about how attitudes have shifted in the popular mind after the initial success government had in persuading people that these cuts were the natural order of things. He talks about the necessity to help people develop a different philosophical outlook. John Gunnel from West Yorkshire endorses Keever Coombes regarding the protection of jobs and services. Footage from a major national conference in response to the increasingly intractable problems faced by tenants of deck access, high-rise system housing and the inability of Local Authorities to deal with them satisfactorily. Held in the midst of Manchester's main deck access estate, Hulme (possibly Birley High School Hall), attended by 35 Local Authorities and 40 Tenants' Associations. John Nicholson, the Chair of Manchester's Housing Committee, introduces the meeting, welcomes the participation of the tenants and outlines the aims of the conference. He then introduces four tenants who speak about their respective experiences. They are followed by a number of local authority officers, including Ted Campbell from the Association of Metropolitan Authorities who recounts the history of the problem and Don Simpson, Director of Rochdale Housing, who speaks about the kinds of dilemmas faced by officers. He proposes some key principles in estate management and emphasises the joint nature of the process including relinquishing cherished powers and control. Then Geoff Rooker MP from Birmingham speaks about the seriousness of the situation and his regret that no minister from the Department of the Environment has attended. Geoff Rooker MP continues to speak about the failure of the Tory government to understand the problem. Priorities should be dictated by tenants and the problems could affect 1 million homes. The afternoon session comprises a panel of speakers and includes contributions from the floor. They raise issues around the increased responsibility tenants will have to take, the kinds of partnerships between tenants and local authorities, repair and demolition issues, asbestos, the endorsement of the Hulme Declaration and the addition of a resolution that recommends the establishment of a demolition campaign unit. A Hulme tenant speaks to a group about how officers disregarded tenants' opinions and how in 1983 there was a suicide which was compounded by serious cuts in heating, electricity. Tenants started to get together following this. Others share their experiences of forming tenants' groups. In another workshop an officer from Bonhamy estate talks about the planning needed to construct new kinds of tenancies. Harry Sherwood, a Gretney Walk tenant, leads a workshop discussion about the Gretney Walk film and other tenants talk about their own problems. In another workshop tenants talk about how the population structure has changed with students now occupying the Hulme deck access flats and the impact this has on tenant participation and willingness to spend money on their homes. All agree that that it is best to start with smaller pilot schemes to see how they work before launching into large scale schemes. A picket outside the Daily Mail Offices on Deansgate in Manchester of about 30 women, mainly Asian, in response to an article about arranged marriages. Shamsa Butt talks about the purpose of the picket, organised by Manchester Immigration Wives' and Fiances' Campaign, to help women bring their husbands to this country. The women wait to enter the Daily Mail building to try and see the editor. One of the women talks about her failed attempts to get her fiance into England because immigration officers considered the marriage was only a pretext for her fiance to come to UK. A number of women are interviewed about their situations and how the newspaper is misrepresenting their situation. On 7 August 1985 a group of about 30 mainly Asian women are seen demonstrating against the newspaper. A number of women are interviewed about their situations and how the newspaper is misrepresenting this. The newspaper alleges they are being sold to the highest bidder as a way for men to come into UK. The women are demanding an apology from the newspaper. On 12 August 1985 another picket outside the newspaper offices. Women are seen handing out leaflets and there is a larger number of people. Women are also asking passers-by to sign their petition. A woman on the picket talks about her reaction to the Daily Mail and how the Government's Primary Purpose rule acts against Asian women, forcing the deportation of their husbands and fiances. She talks about the reaction of the whole community to the suggestion by the newspaper that Asian families are selling their daughters. Also an interview with a white man about his reaction. A young person explains the new rules and the consequences of homelessness. At their desk young petitioners count the number of signed pages they have gathered and someone from NALGO (National Association of Local Government Officers) delivers a stack of petitions they have gathered.
